USA confirms punitive tariffs of almost 300% on Bombardier planes

In a win for Boeing (BA +0.2%), the U.S. Commerce Department finalizes duties of almost 300% on passenger jets made by Bombardier (OTCQX:BDRAF, OTCQX:BDRBF). The final AD rate was set at 79.82 percent and the final CVD rate was set at 212.39 percent, down roughly 7 percent from the preliminary CVD.

Steve Turner, Unite assistant general-secretary, said: "The US Commerce Department decision on C-Series tariffs is nakedly political and has the potential to crush jobs, not only in Northern Ireland but in the US too". If no injury is found, the ITC could terminate the Commerce Department's tariff.

The petitioner in the case, Boeing, does not now offer a rival product to the Bombardier C Series.

"The C Series would not even exist at this point but for those subsidies", Boeing said, adding that the support enabled the company "to dump aircraft into the USA market at absurdly low prices".

Canada's ambassador to the United States, David MacNaughton, warned that a positive finding of material harm to Boeing by the ITC could represent a possible violation of World Trade Organization agreements and prompt a more formal complaint with the global trade group.

Bellemare says the Alabama facility is crucial to a deal Bombardier has to provide Delta Air Lines with 75 CS100 planes.

Boeing filed the complaint against its aerospace rival earlier this year, claiming that Bombardier was selling civilian passenger aircraft at cut-rate prices to Delta Airlines in the U.S. It complained to the Trump administration that Bombardier was receiving subsidies from the Canadian government.

"Unfortunately, the decision of the Department of Commerce is divorced from this reality and ignores commercial practices of the aeroespacial industry, including the launching price and the financing of multimillion airplane programmes", Bombardier said in a statement. "This facility will provide USA airlines with a US -built plane thereby eliminating any possibility of harm due to imports".

If Bombardier wins, Chicago-based Boeing says its smallest 737 model could face unfair competition from the CSeries for decades.

Bombardier doesn't deny that Delta received a good price. The case has been a sore point in U.S.

Bombardier plans to build the planes in Mobile, Alabama, where Airbus assembles narrow-body jets.

Freeland also called the duties "highly punitive to aerospace workers on both sides of the border", pointing to "a highly integrated production and supply chain" that includes Bombardier parts suppliers in both Canada and the United States.
