Trump Administration to Protect Health Workers with 'Moral Objections'

Specific details are scheduled to be announced Thursday. The overhaul is a part of a broader plan to protect health workers who object to providing birth control, abortions, and treatment to transgender patients, on religious and moral grounds.

"The overwhelming majority of people of faith support health care access for women and LGBTQ people". Even before the official announcement, several groups vowed to challenge it.

Dana Singiser, vice president of public policy and government affairs for Planned Parenthood Federation of America, said in a statement the proposal would be "incredibly unsafe, and prevent women and transgender people from getting the care they need".

The Obama administration had rolled back some of the conscience protections put in place by the George W. Bush administration, to the chagrin of some conservatives.

The Department of Health and Human Services has a new division to help protect health-care workers with moral or religious objections to providing certain types of care.

The Trump administration is set to allow health workers to reject transgender patients.

President Donald Trump signed an executive order past year instructing agencies to expand religious liberty under federal law, and HHS has been at the leading edge of implementing that directive.

The division would enforce that protection and conduct compliance reviews, audits and other enforcement actions to ensure that health care providers are allowing workers with religious or moral objections to opt out. The move "affirms the right of all Americans not to be forced to participate in abortion".

"This is the use of religion to hurt people because you disapprove of who they are", said Harper Jean Tobin, policy director for the National Centre for Transgender Equality.

Williams Institute Executive Director Jocelyn Samuels, former Director of HHS OCR from 2014 to the end of the Obama Administration, said, "Research demonstrates the health disparities and discrimination to which the transgender community is subject. The Human Rights Campaign will fight this proposed rule-and all others like it-that seek to devalue the humanity of LGBTQ people".

The American Medical Association and the American Nurses Association say in their ethical codes that health-care providers shouldn't discriminate against patients based on characteristics like gender identity, sexual orientation or race. In 2009, Cathy Cenzon-DeCarlo, a nurse at Mount Sinai Hospital in NY, was forced to assist in an abortion or face disciplinary action.

The US is now embroiled in a battle between so-called religious liberty and LGBT people that centres on whether homophobic Christians should have the ability to discriminate against gay people.

The new unit "effectively eviscerates the very goal of Department of Health and Human Services to protect the health of all Americans and provide essential human services", said Lorri L. Jean, CEO of the Los Angeles LGBT Center. He told the Washington Post, "Imposing their values on a patient is not in consort with our professional job as doctors".

Louise Melling, deputy legal director of the American Civil Liberties Union, released this statement: "Religious liberty doesn't include a right to be exempt from laws protecting our health or barring discrimination".
