North Korea must 'denuke' before meetings with US

Turning serious, Trump also said the United States "saved the Olympics", by taking a hard line on North Korea.

But the North Korean delegation, led by Kim's sister Kim Yo Jong, canceled the meeting at the last minute after Pence vowed to sharply expand US sanctions.

"I understand the delegation's visit is geared towards prompting talks between the United States and North Korea for progress in denuclearising the Korean peninsula", Unification Ministry spokesman Baik Tae-hyun told a regular briefing. In fact, there is every possibility they won't. But the North Koreans pulled out of the planned session. They are fully prepared for a totally negative response, perhaps a flat refusal to answer the question, possibly even an abrupt end to the talks as the North Koreans leave the room.

Pyongyang has since sent athletes to participate in the Pyeongchang Winter Olympics in February, as well as a high-ranking delegation that included Kim's sister, Kim Yo Jong.

A commentary published by North Korea's official KCNA news agency warned that North Korea would "counter the US" if joint military drills go forward.

"A couple days ago they said we would like to talk, and I said, so would we, but you have to de-nuke, you have to de-nuke". -North Korea talks, but the United States requiring the North to abandon its programs publicly and pre-emptively, in advance of talks, is just another way for Washington to avoid discussions.

The Americans, though, are no longer saying that North Korea has to show definite signs of giving up its nuclear program before talks can begin. Moon wants Kim to first freeze the weapons programme to lay the ground for disarmament talks. South Korea, the host of the games, credits Trump's "strong attitude" for North Korea's attendance, he said. She conveyed the DPRK leader's invitation to Moon to visit Pyongyang at a convenient time, and the ROK president stressed the need for talks between the DPRK and the United States before the first summit between Moon and Kim.

As the chief of the national security council overseeing inter-Korean relations, diplomacy and national defense, Chung is in charge of Seoul's relations with the Trump administration.

The situation appears to have changed now that North and South Korea are talking again. The two men will try to lay the groundwork for another such summit, which was requested by Kim Jong Un in his letter.

North Korea's weapons programs can be discussed, openly or in the backroom, in any U.S.

The United States is still very, very concerned with the issue of nuclear proliferation and its basic position is still against any proliferation.

Their trip to Pyongyang on Monday marks the first of its kind since the liberal-leaning Moon was sworn in as South Korean president a year ago.

Last week, Trump said that Washington will hold talks with North Korea only under the right conditions. But Cheong Wa Dae seems confident that he will meet them since Moon welcomed Kim Yo-jong at Cheong Wa Dae.
