Congress tries to mop up extra Rajya Sabha seats amid dipping strength

Both Lok Sabha and Rajya Sabha witnessed frequent disruptions and adjournments as parliamentarians from Andhra Pradesh demanded special status for the State, which was bifurcated to carve out the state of Telangana under the second term of the Congress-led United Progressive Alliance government at the Centre.

The AIADMK demanded the constitution of a Cauvery water management board as ordered by the Supreme Court.

Before the start of the day's proceedings, BJP members were seen clapping when Mr Modi walked into the House. He is retiring as a member of the upper house from Madhya Pradesh.

But before doing so, he asked leaders of political parties to meet him in his chamber to help resolve the impasse. Trinamul Congress members also highlighted the PNB fraud.

At the time, the protests were mainly by Telugu Desam Party leaders who were upset with the fund allocations in the Union Budget 2018-'19 for the state and demanded a special status category for Andhra Pradesh.

Mahajan said she did not think it would have have happened in one day and it was not just about a person or bank but about the system also.

The Lok Sabha was initially adjourned till 12 noon after the Opposition members continued protests over various issues, making it hard for speaker Sumitra Mahajan to moderate the session. The latest controversy regarding the vandalizing of statues in Tripura, West Bengal and Tamil Nadu will further disturb the proceedings in coming days.

The Congress's House leader, Mallikarjun Kharge, intervened and said the party was ready for a discussion, but not under the rule desired by the government.

The House was adjourned first in the morning and later for the day when it met in the afternoon.

Deputy Chairman P J Kurien asked the agitating members to return to their seats but they kept shouting slogans.

Several leaders have shared the concern of Naidu in the meeting, with the leader of Opposition Ghulam Nabi Azad openly disapproving it when one of his party MPs displayed a placard in the Rajya Sabha.

Chairman M Venkaiah Naidu first adjourned the House for 10 minutes, but as soon as it reconvened at 11.20 a.m., the scene was no different.

The Budget session will conclude on April 6.
