Rep. Himes Questions Trump's Support Of Chinese Telecom Company

Congressman Jim Himes says he's confused by President Donald Trump's announcement that he would work with China to create jobs for the Chinese phone maker ZTE.

The US Commerce Department's Bureau of Industry and Security (BIS) had imposed the ban on sales by American companies to ZTE for seven years. The sanctions were imposed because the company which relies heavily on United States imports for its operations continued its unlawful selling of items to North Korea and Iran.

Trump has threatened $150 billion in tariffs on imports of Chinese goods, and China has threatened to retaliate against USA exports, including soybeans and aircraft.

Chinese Vice Premier Liu He, the country's top economic official, is visiting Washington this week to continue trade discussions with top administration officials.

But the United States says the Chinese firm breached that agreement, resulting in the current ban, which came as tensions increased between the USA and China on trade.

"A reversal of the ZTE decision could temporarily tamp down trade tensions by allowing the Chinese to make concessions to the USA without losing face", said Eswar Prasad, a professor of trade policy at Cornell University.

Branstad, speaking at a conference in Tokyo, said the Chinese appeared "taken back" by the significance of the list.

That means, even if the supply ban is lifted, the Commerce Department may still seek other forms of penalty on ZTE.

The case goes back to before Mr Trump took office.

The U.S. -China Business Council (USCBC), which represents 200 American companies that are engaged in business with China, also urged the Trump administration to reconsider its tariff plan.

"I've never seen a president step in and reverse an agency decision like this".

The move to ease the sanctions sparked criticism from both Republicans and Democrats who said the leniency is undercutting Trump's get-tough approach to unfair trading practices by China and its theft of American technology. The block on ZTE was a heavy blow for the company but also hurt the USA companies it buys from. "We are insane to allow them to operate in USA without tighter restrictions". But it then went a step further to impose a seven-year ban on U.S. companies buying and selling ZTE products.

Mexican Economy Minister Ildefonso Guajardo said on Tuesday said that he doesn't think a pact will be secured this week, which may push talks into later this year.

"Too many jobs in China lost".

Himes says he suspects the deal could be driven by the need to work with the Chinese as the US navigates upcoming negotiations with North Korea.

The second-largest smartphone maker in China was accused previous year of having sold US-made technology to countries including Iran and North Korea. The actions may be linked, and may bear on agricultural trade as well, although Commerce Secretary Wilbur Ross on May 14, 2018 insisted that the sanctions against ZTE had "nothing to do with trade".

The Chinese authorities have also been trying to fend off the impression that they bowed to pressure from Western countries to improve market access.

During the confirmation hearing, Senator Mark Warner, expressed concern over the security threat posed by Chinese telecom giant ZTE. "It has economic factors, it has national security factors, this is just one of many factors", Shah told reporters at a briefing.
