Children in Fairfield home were strangled, waterboarded

Ten children removed from a filthy California home in late March were waterboarded and hit with crossbows, among other violent acts, Solano County prosecutors said Wednesday.

Child protection officials made one prior visit to the home several years ago, Rogers said.

The Solano County District Attorney's office leveled the additional allegations of abuse in a motion to increase the bail of Ina Rogers, the children's 31-year-old mother, who is charged with nine counts of felony child abuse.

Prosecutors say that Ina Rogers convinced her children not to report their injuries because she wanted to protect her husband, Johnathan Allen.

Police found the children living in squalor while seeking a 12-year-old boy who had run away from home. They found the child asleep under a bush in a nearby residence and returned the child to the home, where they conducted a search due to concerns about the children's safety, police said. Officers found the nine other children huddled together amid filth, prosecutors said.

31-year-old Ina Rogers went to court in Fairfield Wednesday morning, where she plead not guilty before she was taken into custody on $495,000 bail. Police said Monday, May 14, 2018, they had removed 10 children from a squalid California home and charged their father, Allen, with torture and their mother, Rogers, with neglect after an investigation revealed a lengthy period of severe physical and emotional abuse.

Allen is being held on a $5.2 million bond and has pleaded not guilty to all charges.

All 10 children were taken into protective custody. They were also physically abused for a "sadistic objective", said Solano County Chief Deputy District Attorney Sharon Henry.

Neighbor Larry Magnaye said he had no idea there were 10 children living in the house across the street.

"I strive and I pride myself on being a good parent to my children", Rogers told CNN affiliate KGO/KTXL.

Urine, human and animal faeces, garbage and rotten food littered the floor, police said, and heaps of debris blocked off parts of the house.

Judge William J. Pendergast agreed with the deputy district attorney's request to set bail at $495,000 United States, saying Rogers "may not be a danger to the public at large, but these charges make clear she is a danger to the children".

Officials have stated that the abuse was done for "sadistic" reasons and that the children have speech impediments. She was launched after posting $10,000 bail on April 9.

It's still unclear whether any California government agencies had an opportunity to intervene in the years authorities claim the children were abused inside their home in suburban Fairfield, about 46 miles northeast of San Francisco.

With the assistance of Child Welfare Services and the Solano County District Attorney's Office, detectives with the Fairfield Police Department's Family Violence Unit initiated an investigation.

Stories about alleged abuse dating back years came out gradually in interviews with the children over the past six weeks, authorities said.

At least one person suspected abuse: the children's maternal grandmother.

On Monday, she showed reporters the family's four-bedroom home and denied abusing the children, saying that she is being judged for having a large family and home-schooling them.

Rogers said she works the graveyard shift as an EKG technician at a heart monitoring company and her husband is a tattoo artist.

Rogers said she homeschooled the children, but there is no record she registered with the state as required by law.
