Signed bill improves veterans' care

President Trump signed the VA Mission Act Wednesday afternoon, which will facilitate military veterans' access to private-sector health care, should they choose to seek medical care outside of that provided by the Department of Veteran Affairs.

The VA Mission Act also gets rid of restriction limiting private and community care to veterans who live more than 40 miles from a VA facility or have to wait more than 30 days for an appointment.

The VA secretary will have wide leeway in implementing the legislation based in part on available money. "If not, it will be just another piece of paper Congress has written".

The clash over spending for the VA health bill illustrates an ongoing tension between bipartisan deal-making in the Senate, where support from the minority party is necessary on spending bills, and the unwavering conservative opposition to new spending embodied by the Freedom Caucus in the House and now adopted by the White House.

The bill has five component parts, Roe explained.

"When the agency agrees to fund new programs as it has done here, there is potential for far more veterans to use the system, whether it's inside VA or outside", Carter said. Additionally, the law will extend caregiver access to veterans who served prior to 9/11; previous to the law, the caregiver programs only applied to post-9/11 veterans. The fifth element outlines provisions to encourage physicians and other medical professionals to join the VA system through financial incentives.

In pressing for the reform, Trump said veterans should be able to access private care whenever they are dissatisfied with VA options.

The official noted that the 2019 Budget funded the new, consolidated veterans' community care program and all of VA health care under the non-defense discretionary cap. "By increasing transparency in opioid prescribing, we can identify abuse patterns and ensure our veterans are getting the best possible care".

Previously, comprehensive caregiver assistance and benefits were provided only to veterans injured on or after September 11, 2001, leaving family caregivers and veterans injured during World War II, the Korean, Vietnam and 1990-1991 Gulf War ineligible for this critical support. "I will continue to fight to improve care and fix the VA through my work on the committee".

While the VA Choice Program was meant to provide Veterans with flexibility in receiving care, its results were far from acceptable. There is no reliable estimate and little research to determine how much taxpayers pay for a private medical appointment versus one inside VA's system of 1,300 clinics and hospitals.
