NCAA announces transfer, redshirt rule changes

College football players will be allowed to participate in up to four games in a season while maintaining their redshirt status starting this fall, according to a rule passed by the NCAA Division I Council on Wednesday.

Under the new guidelines, athletes will simply notify their current school of their desire to transfer.

Additionally, the proposal adds tampering with a current student-athlete at another school to the list of potential Level 2 violations, considered a significant breach of conduct.
Freiermuth and Kuntz, who may have played regardless of the rule change, will now be able to showcase whether or not they can get the job done over returners like Danny Dalton, Jon Holland, and Nick Bowers early in the year, while Luketa, Gordon, and Humphries will all be able to get special teams work along with some September reps to see how they could contribute.

Upon being entered into the database, college coaches will be allowed to contact the athlete freely and without permission. Because of the new rule, a player will be allowed to potentially play in four games in his redshirt season and complete seasons in four other seasons.

In recent years, a number of high profile cases became public where a coach and school attempted to block an athlete from transferring to a rival program or one in the same conference it competed in.

The Division I Council adopted a proposal this week that creates a new "notification-of-transfer" model.

"The membership showed today that it supports this significant change in transfer rules", said Justin Sell, chair of the Division I Transfer Working Group and athletics director at South Dakota State, per the NCAA. The NCAA notes, however, that conferences can enact rules that are more restrictive than the national rule. "It's a positive for our student-athletes to be afforded the opportunity to get some limited game experience without penalizing them". The change will come with stricter tampering rules to help appease coaches who worry illegal recruiting could rise.

"This creates a safe place for student-athletes to have a conversation with their coaches and makes the whole process more transparent", former Coastal Carolina football player Nicholas Clark said in the NCAA statement. "This will clean the process up and give more influence and flexibility to the student-athlete".

Previously, only players who did not play a snap in a season or were sidelined by injury before playing in more than four games were generally granted redshirts by the NCAA. Under the new rule, that could continue but coaches will have the opportunity to play freshmen in up to four games during their first year on campus.
