After the Clinton probe ended and Trump won the election, both Strzok and Page joined, for a short time, the investigation led by Special Counsel Robert Mueller into possible collusion and obstruction by the Trump campaign.
On Wednesday Page indeed failed to appear before Congress.
Page's attorney, Amy Jeffress, said in a statement that her client didn't have enough time to prepare for her interview.
Jeffress writes in the letter that she assumes the committees agree there is no legitimate basis for that investigation, because it would be "inappropriate for the chairmen to request a voluntary interview from a subject or target of a criminal investigation relating to the same matters of that investigation".
Jeffress added that the Federal Bureau of Investigation had not given her and Page the necessary materials to prepare for her hearing, saying the two had gone to the Federal Bureau of Investigation to review the materials, "but after waiting for more than three hours, we were not provided with any documents".
He added that Page had the option of showing up and invoking her Fifth Amendment privilege to avoid incriminating herself.
A handful of House Judiciary and House Oversight committee members gathered an hour after Page's interview was scheduled to start to discuss next steps.
The Judiciary and Oversight panels have already spent much of the summer holding hearings and interviews critical of the Federal Bureau of Investigation and Justice Department.
Page also briefly served on Mueller's investigative team until the revelations of her texts with Strzok.
However, investigators did not find any political bias on behalf of Comey or the Federal Bureau of Investigation when it came to protecting or prosecuting Clinton. "Americans across the country are alarmed at the bias exhibited by top officials at the Justice Department and Federal Bureau of Investigation, and it is imperative Congress conduct vigorous oversight to ensure that never happens again".
