No charges against Minneapolis officers in black man's death

Two US police officers who shot and killed a black man were justified in using deadly force, a prosecutor has announced. Then an officer says, "He's got a gun!" and the officers get out of the auto and order Blevins to put his hands up.

"The decision to use deadly force against Mr. Blevins under those circumstances was authorized", said Freeman, adding that officers fired 14 shots and hit Blevins four times. The announcement came by news release after Mr Freeman was shouted down at a news conference by community members where he had planned to detail the case.

A screenshot from police body camera videos provided by the Minneapolis Police Department shows a chase between Officers Justin Schmidt and Ryan Kelly and suspect Thurman Blevins. Schmidt then yells "He's got a gun" and quickly exits the vehicle, followed by Kelly. They opened fire and killed him. During the chase, Schmidt can be heard telling Blevins, "I will [expletive] shoot you", and "Stop or I'll shoot". Schmidt repeatedly shouts for Blevins to stop running and drop the gun while Blevins shouts back "I did nothing, bro" and "Leave me alone". An enhanced version of the videos has a red circle drawn around what appears to be a gun in Blevins' right hand, as he looks over his left shoulder at the officers.

After the chase turns down an alley, Blevins is shot, still running. Analysis of the crime scene released by Hennepin County shows that one cartridge case was recovered near Blevins' body and was determined to have been fired by his gun.

"He just gave himself a license to shoot Mr. Blevins", Rohr said.

Lt. Bob Kroll, the head of the police union, said the footage proved the two officers acted justifiably.

"He didn't deserve to die".

Minneapolis Police Chief Medaria Arradondo said in a statement Monday that he accepts and respects the prosecutor's decision but can not further comment until the criminal and internal investigations are complete. According to the statement, Thurman Blevins allegedly ignored multiple commands to show his hands, took a gun out of his pocket and turned toward the officers in the June incident.

Both officers fired their weapons, and a handgun appears on the ground next to Blevins after he's shot. Blevins' death sparked protests and outrage as many people did not believe that Blevins' actions warranted being shot to death by police. While the body camera footage is now released, this is just one part of an effort to bring greater transparency to these processes. Sydnee Brown, Blevins' cousin who has served as a spokesperson for the family, continued calls for Kelly and Schmidt to be charged in the shooting after seeing the video. They told him to stop and put his hands up, but he fled instead.

In a news conference Sunday night, Minneapolis Mayor Jacob Frey described the footage as "traumatic" but declined to interpret it or pass judgment. Arradondo said he will be able to speak about the case once the criminal and internal investigation has concluded.

Then, a few blocks from where the first caller had reported seeing a man wandering around with a gun, they spot Blevins sitting on the curb with a gray dog. "The stabilizing software identifies pixels from each frame and aligns them to help limit the shake that can occur without altering the content".

At that moment, a group of activists stormed the podium, screaming and calling for Schmidt and Kelly to be prosecuted.

The shooting is being investigated by the state Bureau of Criminal Apprehension.
