In apparent escalation of a rift between Saudi Arabia and Canada on Monday evening, Riyadh suspended scholarships for Saudi students in Canada and said it would relocate thousands of students studying there to other countries, state media reported, citing an Education Ministry official.

Canada doubled down on Monday.

"We are always going to speak up for human rights, we are always going to speak up for women's rights and that is not going to change", Freeland said.

While there were no official comments by the Canadian government on the post, the image was widely shared by Canadian and western media.

Samar Badawi is a famed women's right activist and is the sister of Raif Badawi, a blogger sentenced to 1,000 lashes and 10 years for insulting Islam by a Saudi Arabian court in 2014.

The latest arrests come weeks after more than a dozen women's rights campaigners were detained and accused of undermining national security and collaborating with enemies of the state.

The Saudi government said in a statement: "We have put on hold all new business and investment transactions with Canada while retaining its right to take further action".

But the 32-year-old has simultaneously pursued a combative foreign policy - including leading a blockade of neighbouring Qatar and a bombing campaign against Iran-backed Huthi rebels in Yemen - while cracking down on dissent at home.

According to Thompson Rivers University figures, there are 2,839 global students enrolled, nine per cent of which - 256 - are from Saudi Arabia, which makes up the third-most contingent of students at TRU, behind India (22 per cent; 625 students) and China (30 per cent; 852 students).

His wife, Ensaf Haidar, and three children were granted Canadian citizenship earlier this summer, and live in Quebec's Eastern Townships.

Momani called it, "getting tough on Canada", which she said other countries in the region might welcome if they view Canadian foreign policy to be led by human rights concerns.
