NCAA adopts college basketball reforms for draft, recruiting

Several NBA officials were surprised over the presumptive and premature nature of the NCAA's rules changes, which assumed that the NBA and National Basketball Players Association will abandon the one-and-done college rule and allow high school players into the NBA draft.

The announcement that USA Basketball would determine which players would be permitted to hire agents apparently "blindsided" both that organization, who are not viewed as prepared to handle such a responsibility.

One of the main changes includes giving players the opportunity to enter the NBA Draft and return to school if they are undrafted, pending future action from the NBA and the NBPA. There is some criticism in how the "elite" status will be determined.

The agents, who must be certified by the NCAA, can assist players in making informed decisions about turning pro, but can only be hired at the conclusion of a season and have no financial ties to the players aside from small travel and meal expenses related to the draft.

Missing in the NCAA's package of rule changes is anything to do with pay for players, a wish from many in the college sports community and the inspiration for a multitude of opinion pieces over the years.

In addition, there have also been changes to the current recruiting rules.

"Presidents and chancellors join all athletics staff in personally affirming the athletics program meets obligations for monitoring rules compliance, which is required to be eligible for the postseason", the new rules state.

The process to adopt recommendations for NCAA reforms from the Rice Commission was a swift one by the governing body's standards.

ESPN's Jonathan Givony was trying to get to the bottom of the rule changes, and he initially noted some confusion about what was going on.
