Hurricane Florence weakens, but millions face ‘life-threatening’ surge

Hurricane Florence's leading edge battered the Carolina coast Thursday, bending trees and shooting frothy sea water over streets on the Outer Banks, as the hulking storm closed in with 100 miles per hour (155 kph) winds for a drenching siege that could last all weekend.

Florence is expected to go move slowly as it approaches North and SC, whipping hurricane-force winds and dumping relentless rain at least through Saturday.

North Carolina Governor Roy Cooper told a news conference that the "historic" hurricane would unleash rains and floods that would inundate nearly the entire state in several feet of water.

"Catastrophic effects will be felt outside the centre of the storm".

In North Carolina, Florence is expected to dump up to 40 inches of rain and storm surge will be high.

For the Columbia area, state and city officials warned of the likelihood of flash flooding.

The flooding soon spread into SC, swamping places like North Myrtle Beach, in a resort area known for its white sands and multitude of golf courses.

Avair Vereen, 39, took her seven children to a shelter in Conway High School. "We might leave", she said. "You may need to move up to the second story, or to your attic, but WE ARE COMING TO GET YOU".

"But we can't replace us so we made a decision to come here".

At 8 a.m. EDT (1200 GMT), the hurricane center said Florence had maximum sustained winds near 50 miles per hour (80 km per hour) and continued to produce catastrophic flooding in the Carolinas.

Steve Goldstein of the National Oceanic and Atmospheric Administration said Florence's forward motion had slowed overnight and it was not expected to make landfall in the Carolinas until "some time Friday afternoon, Friday evening or Saturday morning".

The National Weather Service said as much as 18cm of rain had fallen overnight in some coastal areas.

A gauge in the city of 30,000 people showed the Neuse River was recording 9.6 feet of inundation, the National Hurricane Centre (NHC) said.

On top of the potentially destructive hurricane, forecasters also put parts of North Carolina on tornado watch.

The storm's outer bands lashed towns on the barrier islands and on some of the Tar Heel State's rivers, as the center of the cyclone moved to make a probable Friday landfall. He asked citizens in danger zones to heed warnings because "your time is running out".

Long said the danger was not only along the coast.

At least 150,000 people were without power in North Carolina early Friday with the brunt of the storm yet to come, according to utility companies.

About 10 million people could be affected by the storm and more than 1 million were ordered to evacuate the coasts of the Carolinas and Virginia.

People in areas vulnerable to the risky hurricane, particularly those in coastal regions, have fled ahead of the storm. The governors of North Carolina, South Carolina, Virginia and Georgia declared emergencies to help speed up government aid efforts.

Small rooms around the main hub and down winding hallways in the center housed officials covering all aspects of the response - sheltering and feeding the displaced, tracking the storm and its potential destruction, search-and-rescue. Also, a 77-year-old man was apparently knocked down by the wind and died after going out to check on his hunting dogs, Lenoir County authorities said, and the governor's office said a man was electrocuted while trying to connect extension cords in the rain. "I'm not leaving him here".
